Municipal and administrative reform in Rhineland-Palatinate. In the context of the expert report initiated by the Rhineland-Palatinate Ministry of Interior on the implementation of municipal and administrative reform, Prof. Dr. Sabine Kuhlmann has been commissioned with the preparation of a partial report on the optimization of task assignments and organizational structures in task-related considerations. While Prof. Dr. Junkernheinrich (TU Kaiserslautern) and Prof. Dr. Ziekow (Speyer University) are responsible for the overall report, UP Transfer´s partial report is published in cooperation with Dr. Falk Ebinger (Vienna University of Economics and Business). The report ought to provide policymakers with a sound decision making basis regarding the second stage of municipal and administrative reform. The focus is on all levels of direct state administration and the municipal sector. As a first step, clusters of administrative tasks are identified and categorized for further investigation. A central component of the expert opinion is the provision of a task review. It will examine to what extent the existing status quo can be maintained or optimized, whether omission of certain administrative tasks is possible and justifiable, or whether advantages can be gained through horizontal or vertical transfers, shifts or relocations of administrative tasks. The assigned time for the preparation of the report is 18 months.
