In her project STATE-DNA (Evolutionary Government: Origins and Consequences of Structural Change in Government), Fleischer examines the transformation of organizational units in ministries and subordinate agencies as the “building blocks” of the modern state. The aim is to develop and test new theoretical arguments inspired, among other things, by evolutionary biology and to focus more strongly on the interplay between structural features of these organizational units and their organizational and institutional environment.
To this end, STATE-DNA is breaking new ground in political science. Fleischer and her team will create a comprehensive data set that covers 1815 to the present, which will enable them to paint a picture of structural change in governments that is as detailed as possible. Historical data on legislative activities, organizational and contextual characteristics will be compiled and supplemented with newly collected data. In the subsequent analysis, the researchers intend to use methodological tools from the natural sciences, such as data assimilation techniques, to analyze the origins and consequences of structural change. This should also make it possible to make political science-based predictions about future structural changes in governments.
