Introduction
Coordination is one of the 'magic terms' of public administration and organization theory. Attempts to coordinate government policy - making and implementation across organizational boundaries are certainly not new. Nevertheless, they have regained focus in recent years, amongst others in the context of new 'wicked problems' and ever stronger multi-level governance arrangements, both with a greater emphasis on transboundary challenges that cut across traditional responsibilities.

The application must explain in no more than 250 words the topic of their paper and how it relates to the theme of the PhD course.
Application deadline is 1 March 2014.
Availability
Priority will be given to Norwegian, German, Nordic and European PhD students working on a thesis related to coordination and wicked problems. Also younger researchers on the topic are welcome to apply.
Students are expected to present a draft of a paper related to the course topics. The presentation should not last more than about 15 Minutes, and there should be about 25 minutes for discussion for each paper. Papers should be distributed in advance. For 10 ECTS the final essay should be completed by September 1.
